What is Vietnam Association Of Manpower Supply?

Vietnam Association of Manpower Supply (VAMAS) is a non-governmental organization that was established in 2003 to promote the ethical recruitment of Vietnamese workers for overseas employment.

VAMAS is a social – occupational organization, representing the legal rights and interests of the Vietnamese companies licensed by Vietnam government to send Vietnamese workers to work overseas on contractual basis.

VAMAS is a member of the International Organization for Migration (IOM) and the Asia-Pacific Association of Migration Organizations (APAMO)

What is Goal of VAMAS?

VAMAS’s goal is to expand the scale and improve the quality of the manpower supply activities of the members and to protect the members’ legal rights and interests.

The association’s main activities include:

• Promoting ethical recruitment practices
• Providing training and capacity building for recruitment agencies
• Conducting research on the overseas employment of Vietnamese workers
• Representing the interests of the Vietnamese recruitment industry in international forums

What are functions of VAMAS ?

–          Representing its members to express their opinions in drafting legal documents in relation to sending Vietnamese workers to work overseas on contractual basis;

–          Propagating and providing guidelines the members to fully observe the legal regulations in this field;

–          Providing the members the information about overseas labor markets: the legal requirements for receiving overseas workers, the customs and traditions, laws of the destination countries;

–          Doing research on the experience of other manpower supplying countries and propagating such experience;

–          Consulting and generating the cooperation between the members and the local authorities, between the members and the training centers to source and to provide better training quality for workers to work overseas;

–          Organizing the training courses to improve the skills and knowledge of the members’ staffs;

–          Expanding international cooperation in order to exchange the information about overseas labour markets, the experience in protecting legal rights and interests of the workers and the manpower supply enterprises and to enhance the members’ capabilities;

–          Constructing cooperative, consistent relationship and positive competition among the members, protecting legal rights and interests of the members.

Who is the owner of VAMAS Vietnam?

Vietnam Association of Manpower Supply – VAMAS – was founded in accordance with the Decision No. 86/2003/QD-BNV dated December 22, 2003 by Minister of Home Affairs.

VAMAS’s ( amended and supplemented ) Charter was approved by the 4 th General Congress on December 17^th, 2014 and approved by Minister of Home Affair’s Decision 172/QD-BNV dated March 17^th, 2015.

Who are the Leaders of VAMAS?

Executive Committee: VAMAS’s  4^th General Congress ( December 2014) elected the Executive Committee including 29 members  and Inspection Board including 3 members, most of whom are the Directors of Vietnam manpower supply companies. 

The Chairman of Executive Committee is Mr. Nguyen Luong Trao (PhD) – ex-Deputy Minister of Labour, Invalids and Social Affairs.
